Digital Requirements Policy

PURPOSE:

Establish requirements that require developers and builders to submit digital site plans, building plans, and cadastral records to the City of Waukesha as part of the plan submittal/approval process. This requirement allows for easier data integration, maintenance, and data retention for many current and future citywide computer applications.

SCOPE:

This policy defines and sets forth, minimum requirements for the submittal of digital cadastral and site plans during the application process for any residential, commercial or industrial development.

AUTHORITY:

This policy is allowed under Wisconsin State Statute Chapter 236, and through the approval of the City of Waukesha Common Council.

SECTION 1: DIGITAL CADASTRAL AND LAND RECORDS

Definition:
Digital cadastral land records encompass a wide variety of data, which are used for digital mapping applications within the City of Waukesha. Cadastral records include, but are not limited to: Certified Survey Maps (CSM's), subdivision plats, condominium plats, parcel surveys (land splits, land combination), annexations, and easements.

Setup:
Digital drawing(s) will include all applicable features shown in Table 1. Other cadastral or non-cadastral features displayed in the file will be on a separate layer with an appropriate layer name. Each cadastral layer (parcel lines, subdivision lines, easement lines, etc.) will be separate and complete data layer, in some situations you may have three or four layers on top of each other. for example, parcel lines, subdivision line, and right-of-way lines may share a common location.

Digital accuracy of the files will be in vector file format with a scale relationship of one to one. All cadastral files will be tied to the Wisconsin State Plane Coordinate System, Wisconsin Southern Zone, North America Dataum 1927 (NAD 27), and must adhere to the Cadastral Mapping Guide, as prepared by the Southeastern Wisconsin Regional Planning Commission (SEWRPC), July 1997. as well as adhering to the Waukesha County Land Information standards with regards to accuracy, map components, scale, and general scope. These standards follow generally accepted surveying and engineering practices for cadastral survey work, map accuracy, and the transfer of digital data.

A) Node Features
Node features shown on the cadastral data will be inserted as blocks. The insertion point of the blocks will be the actual, as built position tied to the Wisconsin State Plane Coordinate System, Soutern Zone, NAD 27, using survey accurate measurements.

B) Linear Features
Linear features will be drawn using appropriate beginning and ending insertion points that clearly depict the beginning and ending points of the line segment. Parcel and subdivision linework should form a closed area, meaning there should not be any gaps or overlaps in the lines themselves or lines that accompany that feature with a common location. All linear features will be shown as line features and not poly-lines, or any other line type.

SECTION 2: DIGITAL SITE PLANS

Definition:
Digital site plans include all building (new structures and/or additions to an existing structure) and lot layout plans submitted to the City of Waukesha for approval. The submittal of these digital plans will expedite the analysis, dissemination, and retention of these records.

Setup:
Digital site plans will be delivered in such a way that each paper sheet would be separate layer within the same drawing file. Digital accuracy of the drawing files will be in vector file format with a scale rlationship of one to one.

SECTION 3: DIGITAL BUILDING PLANS

Definition:
Digital building plans include new structures, additions to existing structures, and major renovations, that are submitted to the City of Waukesha for approval.

Setup:
Digital building plans will be delivered in such a way that each paper sheet would be a separate layer within the same drawing file. Digital accuracy of the drawing will be in vector file format with a scale relationship of one to one.

SECTION 4: PROCEDURE

This section defines the procedure for submittal and acceptance of all digital drawings. Site plans and other required site drawings in preliminary form will be submitted to the City of Waukesha Community Development - Planning Division Department.

Digital Drawing:

All digital drawings will be submitted to the City of Waukesha Community Development Department after final Common Council approval. The file will be delivered to the Engineering Department, from which the file will be copied and stored in the land information system.

Deliverable Format:
All digital files submitted to the City of Waukesha must be in DWG or DXF file format that is compatible with the most current version of application software that is utilized by the City of Waukesha.

Digital Site and Building Plans

Digital site plans will be delivered at two different times during the application process. the preliinary site plans will be submitted to the Community Development Department - Planning Division, where they will use the plans during the review process. This may require that the files be temporarily stored in the city network so that other departments have access to thee files for their own review processes.

The final submission of the digital building plans, whether part of a PUD, or otherwise, will be submitted to the City of Waukesha Community Development - Building Division, during the building permit application process. The digital file will then be delivered to the GIS Coordinator, where the data will be entered into the records retention system, enabling city staff to access this data.

Deliverable Format
Digital site plans will be delivered in a file format that is compatible with the most current version of software that is being utilized by the City of Waukesha.

Those who are unable to provide the drawings in a digital format, will be charged a fee for the conversion work. This fee will be used to offset the cost of converting paper documents to digital format.
